Detailed guide

What is an Employer of Record?

An Employer of Record (EOR) is the legal employer of your team in Morocco. You direct the work and manage performance; WEEPO signs the employment contract, runs payroll, and ensures compliance with Moroccan labour law and CNSS.

This model suits foreign companies testing the market, hiring remotely, or running a client project — without the cost and delay of a Moroccan subsidiary (often 2–4 months to incorporate).

EOR is not umbrella company: you are the client company directing the work; WEEPO is the legal employer in Morocco.

Who is EOR in Morocco for?

EU/US startups and scale-ups wanting a first tech, design or support hire without creating an entity.

Consultancies and agencies staffing client missions in Morocco compliantly.

Companies in market-test phase: 1 to 20 employees before considering a subsidiary.

Split of responsibilities

EOR HR meeting between Moroccan and European teams

WEEPO: employment contracts, CNSS affiliation, monthly payroll, payslips, income tax and contributions, amendments, legal offboarding.

You: operational management, goals, tools (Slack, Jira, GitHub), performance reviews, project direction.

The employee: delivers the mission under your management, with a Moroccan contract and MAD salary.

2026 payroll and charges (LF 50-25)

Employee contributions: ~6.74% on gross (CNSS/AMO on capped base + AMO on actual salary).

Employer charges: ~21.09% on top of gross pay.

CNSS monthly cap: MAD 6,000 on pension/sickness base.

Progressive income tax: brackets from 0% to 37% with professional deduction.

EOR vs incorporating a local entity

If you plan a large permanent team or need to invoice Moroccan clients locally, a subsidiary may eventually make sense.

For most international companies, EOR is the fastest path to a compliant first hire — often 1–2 weeks vs several months.

Compare both options in our EOR vs local entity guide.

The Moroccan talent market

Casablanca, Rabat and Marrakech concentrate bilingual FR/EN tech, design and support profiles.

GMT+1 timezone: synchronous collaboration with Europe without overnight teams.

Total employment cost often 40–60% lower than France for equivalent skills — depending on role and seniority.
